If managed wisely, investments in information technology (IT) can enrich people’s lives and improve organizational performance. For example, during the last two decades the Internet has matured from being a technical novelty to a global resource where users can visit the Library of Congress, file their tax returns, or conduct business around the world.

<?xml:namespace prefix = o ns = "urn:schemas-microsoft-com:office:office" />

Some organizations have realized substantial improvements in processing data and information by switching from centralized mainframe computing to decentralized personal computers linked by local and wide area networks. The ability of software applications to locate and correlate relevant data in a data warehouse permits organizations to discover unknown fiscal or physical resource relationships and thus provide appropriate assistance where there had been none.

However, along with the potential to improve lives and organizations, IT projects can become risky, costly, unproductive mistakes. As we have described in numerous reports and testimonies, enterprise IT projects too frequently incur cost overruns and schedule slippages while contributing little to mission-related outcomes.

Proper Information Technology Management requires the enterprise to focus more on the results achieved through IT investments while concurrently streamlining the IT acquisition process. This act also introduces more rigor and structure into how departments select and manage IT projects. Among other things, the head of each department should be required to implement a process for maximizing the value of the companies IT investments and assessing and managing the risks of its IT acquisitions.

The benefits of a well designed Information Technology Management Solution (ITAMS) are not only realized in gained efficiency, productivity, and project outcomes. It is also realized in the proper accounting of enterprise equipment reducing unnecessary write offs and reinvestment toward already acquired equipment.

Following an established Information Technology Investment Management (ITIM) framework enhances guidance by identifying critical processes for successful IT investment and organizing these processes into a framework of increasingly mature stages. This shift reflects both the maturation of the thinking in the area of IT investment management and the feedback received from organizations based upon their experiences creating their IT investment mechanisms and processes. Such a maturity framework can be used to analyze an organization's IT

Prebuilt Integration Provides a Holistic View of Customer Data Across On Demand and On Premise CRM Deployments

Oracle provides a holistic view of the sales pipeline for sales and executive managers and the ability to perform analytics against it by synchronizing key customer data from Oracle CRM On Demand and Oracle's Siebel CRM.

This integration helps companies that need on-premise functionality for deep industry and process-centric CRM and fast, easy-to-use on-demand CRM for remote offices and mobile sales and marketing professionals.

Based on Oracle's standards-based Oracle Application Integration Architecture and Oracle Fusion Middleware, Oracle CRM On Demand Integration to Siebel CRM reduces integration risk and helps solve the data silo problem through prebuilt integration between on-premise and on-demand CRM.

Oracle CRM On Demand Integration to Siebel CRM enables customers to use fewer IT resources than custom integrations because it is prebuilt and designed for rapid deployment.

Customers can immediately begin supporting multiple Oracle CRM On Demand instances with the choice of on-demand, on-premise or both integrated together.

"The debut of Oracle CRM On Demand Integration to Siebel CRM is an industry-defining step, allowing organizations to quickly and effectively realize the benefits of an integrated CRM system," said Oracle Senior Vice President of CRM Anthony Lye. "The deep functionality of on-premise CRM and the rapid deployment and ease-of-use capabilities of on-demand CRM are now powerfully combined for organizations to extract even further value from their Oracle investments."

With a single customer view, Oracle CRM On Demand Integration to Siebel CRM provides organizations using Siebel CRM with the flexibility to easily integrate features of on-demand CRM to quickly add new sales users for new divisions, geographies or product lines.

As business requirements evolve, organizations can synchronize customer data in real time, administer integration at the transaction level and leverage Siebel CRM data quality management tools.

Legacy systems are more than just hardware and software - they are the work-flow processes, the human capital, and the intellectual property that surround your business. These legacy systems often provide a significant positive impact to the bottom line of the business due to the proven outputs created, and the very low cost of management required to run them.

"Don't throw the baby out with the bath water"

There is often a feeling of old is bad and new is good; however, this is not always the case; and before you jump into the investment of new hardware, software, training, transformation, and infrastructure, take the time to have a proper analysis of your legacy systems done to determine if the cost of any new move really does produce the return on investment assumed.

"It's more then just a budget line item"

In real estate the mantra is "Location, Location, Location". In technology it should be "Productivity, Productivity, Productivity" and before any change is made to a legacy system, a complete analysis as to the real cost of change should be applied, and alternative solutions to maintaining legacy systems should be considered.

One good example of alternatives would be to look at outsourcing the management of the legacy system. This is called Legacy Sustainment and the cost saving come by leveraging the human capital and skill sets of a technology outsourcing company.

Why carry the COBOL programmer on staff when you can outsource this and utilize contracting like Performance Based Service Contracting (PBSC) to build in the security you need.

I like to think of PBSC in the same way I think of placing a stop loss order with my stock broker. While this may be an over simplification of the process, it does help you visualize how you can create PBSC agreements that will not only help you reduce operation costs, but also ensure future operations.

Yes, there are many times with the upgrade makes sense, but there are also well established legacy systems and business processes that have proven to be profitable time and time again. Just because it is new technology and "cool" does not mean it is always the right move for your business.

For More Information on Legacy Sustainment and Analysis
Contact Todd Whitehurst - 817-793-9579
